It seems to me there is a more straightforward and open way to achieve some of what you describe in the penultimate paragraph: the US can on day one of Syria operations publicly demand an immediate end to regime air strikes on pain of US reprisal against regime air assets. That approach would help allow space to improve governance and security in areas out of regime control while avoiding the need for suspicion-inducing backroom deals. It would also help in ensuring the USAF was not blamed for any casualties of regime air strikes.
