One thing I remember Osama using to justify his attacks is that since Americans elect their leaders, American civilians are valid targets because they must agree with the foreign policies of their government. If they did not agree, they would change leadership. So I would expect him to ramp up the "see, Americans are in favor of killing Muslims, because they ratified Bush's aggressive foreign policy" rhetoric.

Not really that different from the common leftist notion that if the Iraqi's hated Saddam they should overthrow him, or the similar earlier argument about Russians and the Communist party. Or similar arguments from the right about various tyrants. It seems awful easy for people of almost any political stripe to blame bystanders and victims for the leaders of various countries.

That said, I think it was a dumb idea on OBL's part, since he apparently didn't realise that there is a Jacksonian portion of the electorate as well as the more pacific internationalists.
