Charles Duelfer, ironically enough David Kay's replacement in the now perfunctory search for Iraqi WMD, wrote an influential version of this argument in Arms Control Today two years ago called "the inevitable failure of inspections."

Being wrong about WMD before is probably a mandatory qualification for getting to work on them now.
